China attaches great importance to building of the army’s reserve force. In the revolutionary war period, there were Red Guards, Self-defense Corps and militia organization. These mass armed forces, apart from cooperating with the army in operations, in protecting the masses and in defending production and local political power, also shouldered the task of replenishing the troops and made great contributions to winning revolutionary wars. After the founding of the PRC, the Military Service Law of the PRC published in 1955 clearly stipulated establishment of the reserve force system. Then registration of reserve force was carried out in the whole country, and experiments in registration of reserve force officers were conducted in some areas. The Military Service Law republished in 1984 put forth the system of combining militia with reserve force, making the reserve force have new development. According to stipulations of the Military Service Law: citizens should perform active service; demobilized soldiers and officers and other citizens according to qualifications should perform reserve service within the fixed age; performing active service and reserve service are duties to be carried out by citizens; militia is the basic organizational form of reserve service; and reserve force is divided into soldiers reserve and officers reserve. Members of the soldiers reserve include all militias and mail citizens who have reserve registration and accord with qualifications of reserve force. Among them, the primary militias, demobilized soldiers who are below the age of 28 and have reserve registration, and local professional personnel are soldiers reserve of the first category; the ordinary militias, demobilized soldiers who are at the age of 29 to 35 and have reserve registration, and other male citizens are soldiers reserve of the secondary category. Those who complete soldiers reserve of the first category should perform soldiers reserve of the secondary category according to requirements. Members of the officers reserve include officers who withdraw from active service and turn to reserve service, demobilized soldiers who are selected to perform officers reserve, graduates of colleges and universities, full-time people’s armed force cadres, militia cadres, and cadres and professional personnel of non-military departments. Reserve force officers of every category, when reaching the highest age for performing reserve service, withdraw from reserve force. To tally with the needs of quick mobilization of troops, the state has organized reserve force, being divided into services reserve and arms reserve. The reserve force is composed of the reserve personnel and a small number of active servicemen, and equipped with a certain number of weapons and equipment. It has military and political training in a planned way in peacetime and is quickly turned into active force to perform combat missions in wartime. The reserve force has played a great role in various self-defense operations and struggles to safeguard public security and conduct disaster relief. It is an important force in promoting material progress as well as cultural and ethical progress.
